Mrs. Cowan had taught almost 30 years for the Los Angeles County Board of Education at Markham Junior High School and Locke High School. After retiring in 1985, she worked with the geriatrics department of the University of California at Los Angeles, doing research and making films about older Americans for use on public television and in college geriatrics classes. After returning to Indianapolis, she taught at Indianapolis Public School 26, where she had begun her teaching career. A member of the Indiana Regional Board of the Christian Church, she had been vice moderator of the South West Region of the Christian Church (Disciples of Christ) and a member of the National Board of the Christian Church.

Mrs. Cowan was a graduate of Howard University, Washington, D.C., and earned master's degrees from Indiana and Iowa State universities. William C. Smith was Hartford City mayor from 1952 to 1964 Associated Press HARTFORD CITY, Ind. Former Hartford City Mayor William C. Smith died Monday in Lake Park, after a long illness. He was 85.

Mr. Smith, who was born in Sullivan, moved to Hartford City in 1946 in and was mayor from 1952-1964. He also had been Blackford County Democratic Party chairman. Mr. Smith was the youngest surveyor in Indiana when elected in Sullivan County in 1938.

He ran unsuccessfully for state treasurer in 1962 and almost won the Democratic nomination for secretary of state in 1958. A Marine veteran of World War II and a city judge, Mr. Smith also worked for the Internal Revenue Service and later do owned and operated Hudson Motors and the Mayor's Manor motel. He also was a member of Amvets, American Legion, Hartford City Country Club and Elks Lodge. Survivors include his wife, Ruthie Johnson Smith: a son; a brother: three grandchildren; and four greatgrandchildren.
